Gunderboom® MLES™ named Best Technology Available for meeting new EPA 316(b) regulations

Section 316(b) of the Clean Water Act requires the EPA to ensure that the location, design, construction and capacity of cooling water intake structures reflect the best technology available for minimizing adverse environmental impacts. The regulation is designed to protect fish, shellfish and other aquatic life from being killed or injured by cooling water intake structures.

In a February decision that granted a Certificate of Environmental Compatibility and Public Need to PSEG Power, the New York State Board on Electric Generation Siting and the Environment identified the Gunderboom MLES™ as part of the best technology available to reduce the impact on Hudson River aquatic life.

According to the Board’s opinion, “the Department of Environmental Conservation, the Applicant and many other parties agree that the closed-loop, hybrid cooling system combined with wedge-wire screening and the seasonally deployed Gunderboom MLES™ is the Best Technology Available (BTA) as that term is used in the federal Clean Water Act and applicable state regulations.”

By filtering cooling water drawn into the facility, the Gunderboom MLES™ will keep aquatic life from being trapped against intake structures or pulled into the facility. The fixed panel system will be mounted on the river bottom.

Environmental Protection Agency (EPA) rules require power plants with water intakes to use the best technology available to minimize entrainment and impingement of fish and other aquatic organisms. The New York State Board’s decision suggests that boom technology will play an important role in implementing new EPA measures that require reducing impingement mortality by 80 to 95 percent.
